Sandy Springs City Council did something Feb. 15 it hadn’t done before: It failed to raise a  quorum of council members. One council member has resigned and has not yet been replaced, another was out of town and a third was ill, Mayor Eva Galambos said. That meant only three council members and the city’s mayor made it to the  regularly scheduled meeting. That wasn’t enough to transact business, so the business scheduled for consideration was rescheduled for March 1.
