The Atlanta Police Department has announced that a second suspect has been charged in the murder of a Westside restaurant manager during an armed robbery.

The suspect, Carlous Bailey, 20, was already in the DeKalb County Jail on unrelated charges. He has been charged with the murder of Barcelona Wine Bar manager Chelsea Beller during the Nov. 19 armed robbery.

The arrest was he second in the robbery and murder case. In December, Samuel Ott was taken into custody by the APD’s Fugitive Unit after his DNA was matched to evidence linked to the crime scene. Ott was charged with felony murder, aggravated assault, kidnapping and false imprisonment and is currently in the Fulton County jail.

“Everyone involved in this case has been affected by the brutality of the crimes against Chelsea Beller and the other employees who were tied up, robbed and terrorized,” said APD Chief Erika Shields said. “Our team of Homicide investigators have worked together to get us where we are today in announcing another arrest in the Barcelona Wine Bar case. We knew it was only a matter of time before our efforts paid dividends and another suspect was identified. I am proud of our Officers and Detectives for their relentless pursuit of justice for Chelsea and the other employees. I can assure you we will not rest until all the suspects in this case are in custody.”

The investigation into the murder continues, with other suspects remaining to be identified. Crime Stoppers Atlanta has once again raised the reward by $2,000. The reward for information leading to the arrest and indictment of the remaining suspect now stands at up to $40,000. Anyone with information can call Crime Stoppers at (404) 577-TIPS (8477).
